The Minister for Gaming and Racing, the Hon David Harris MP, has approved revised ClubGRANTS Guidelines which are effective as of September 2023.
ClubsNSW advocated for revisions of the Guidelines — which can be viewed here — over several months to provide greater certainty for clubs awarding funding.
Key changes to the Guidelines include:
- Mandating that 75 per cent of Cat 1 funding must be allocated in line with local committee recommendations
- Requiring approval for support of overseas travel and educational programs
- Changes to reporting requirements, including certificate of attendance of local committees
- Changes to requirements for local committees, including local committee charters, formally removing NCOSS, and the opportunity to include community stakeholders
- Including domestic violence shelters as permissible expenditure
- Removal of COVID-19 measures
- Grammar and language changes for clarity and updates to organisation names.
A full list of the changes is outlined in this table.
The updated Guidelines are an interim measure ahead of a full review of the ClubGRANTS scheme being undertaken by the NSW Government. ClubsNSW will be providing a submission to this review in due course.
Earlier this week, eligible clubs were encouraged to start preparing their 2022-23 ClubGRANTS annual return. ClubGRANTS 2022-2023 annual returns can be submitted through between 1 September and 11 September 2023.
