Understanding How the FOGO Mandates May Affect Your Club
The NSW Government proposes to introduce new requirements that specific venues implement source-separated food organic collection to achieve zero emissions from organic waste in landfills by 2030.
Separating food organics from regular waste will support the production of high-quality compost suitable for parks, sports fields and agriculture.
The implementation dates will be staggered based on the amount of waste each club produces. A summary is provided below.
Proposed start date | Impacted clubs |
1 July 2025 | Premises with greater than or equal to 3800 litres of residual waste bin capacity. |
1 July 2027 | Premises with greater than or equal to 1900 litres of residual waste bin capacity. |
1 July 2029 | Premises with greater than or equal to 660 litres of residual waste bin capacity. |

ClubsNSW Response
ClubsNSW prepared a submission on the proposed food organics mandate for businesses.
We engaged members to get their feedback and understand their thoughts on the potential impacts of these changes.
Our submission proposed the following recommendations based on member feedback and research, including the implementation of FOGO in other areas:
- Councils must be adequately equipped and supported to implement these changes, including providing sufficient collection services across NSW.
- Additional consultation to consider any potential planning changes, including ensuring planning/development approvals are not required because clubs have to complete development or building works to accommodate additional storage.
- Accessible processing facilities that can handle the amount of organic waste captured by the mandate.
- Working with local councils and waste collection services to ensure organic waste does not go to landfill.
- The impact on clubs’ operations, including workplace health and safety (WHS), due to these changes is properly considered.
- Working with ClubsNSW to develop guidance to assist venues in understanding their obligations.
- Employing a consistent, measured and sensible compliance approach to the development of this scheme and its implementation.
So, what's next? The NSW Government will review submissions and feedback from stakeholders to determine whether any changes are needed before drafting legislation.
ClubsNSW will update clubs if these reforms are legislated.
