Responsible Service Reminder Following Barangaroo Intoxication Incident
Liquor & Gaming NSW (L&GNSW) has reminded licensed venues of the importance of responsible service of alcohol following a serious intoxication incident at Crown Sydney's Barangaroo precinct.
The reminder follows an L&GNSW investigation into an incident in May 2025 involving a patron who became seriously intoxicated after consuming alcohol at two venues within the Crown Sydney complex. L&GNSW has alleged the patron continued to be served alcohol despite displaying clear signs of intoxication, and the matter has now been referred to the NSW Independent Casino Commission for disciplinary action.
While this matter relates to a casino venue, it serves as a timely reminder for all clubs to ensure they are meeting their responsible service obligations.
Under NSW liquor laws, clubs must not serve alcohol to an intoxicated person and must take reasonable steps to prevent intoxication on their premises. Staff should be trained to identify signs of intoxication early, offer food and non-alcoholic options where appropriate, and refuse further service when required. L&GNSW guidance covers underage drinking, standard drinks, preventing intoxication, removing and banning customers, liquor promotions, RSA marshal requirements and mandatory signage. Clubs should also ensure:
- All staff hold a current RSA competency card.
- RSA procedures are regularly reviewed and reinforced with staff.
- Management supports staff when decisions are made to refuse service.
- Incident registers and other compliance records are maintained where required.
- Premises are operated in a safe and orderly manner.
L&GNSW has indicated it will continue to undertake education, engagement and targeted compliance activities across the hospitality industry. The regulator has also reiterated that responsible service of alcohol is a legal requirement and an important measure in reducing alcohol-related harm.
