Navigating the Second Half of 2025: Regulatory Priorities
As the second half of 2025 unfolds, clubs across NSW should be aware of new regulatory priorities from Hospitality and Racing.
These updates reflect a strong focus on community safety, harm minimisation and streamlined operations—offering opportunities for clubs to thrive responsibly.
Gaming Reform and Harm Minimisation
The NSW Government’s gaming reforms continue to influence club operations. Key priorities identified include:
- Expansion of self-exclusion and third-party exclusion schemes.
- Implementation of facial recognition technology (FRT) standards.
- Continued monitoring of signage and inducements, including the prohibition of free or discounted liquor as a gambling incentive.
Clubs are encouraged to review their practices and ensure compliance with these evolving standards, particularly concerning vulnerable communities and minors. Hospitality and Racing are prioritising outreach to regional and culturally diverse communities. Clubs in areas such as the Mid North Coast, Hunter and Northern Riverina can expect visits and support aimed at improving compliance and education.
This is a valuable opportunity for clubs to engage with regulators, access multilingual resources and strengthen community relationships.
Training and Accreditation Updates
Training remains a cornerstone of responsible service and conduct. Clubs should prepare for:
- New Responsible Conduct of Gambling (RCG) and Advanced RCG training in late 2025.
- Compliance campaign to ensure RSA courses by Registered Training Organisations (RTOs) and Approved Training Providers (ATPs) meet standards.
- These efforts aim to uplift industry standards and ensure frontline staff are equipped to manage risks effectively.
Liquor Licensing and Operational Reforms
Clubs should be aware of:
- Review and renewal of the Registered Clubs Regulation 2015 (expires 1 September 2025).
- Ongoing compliance checks for same-day alcohol delivery, especially in regional areas.
- Development of a statewide digital platform for Liquor Accords.
- These reforms are designed to modernise licensing frameworks and improve operational transparency.
Vibrancy
- The NSW Government’s vibrancy reforms are a key part of the regulatory priorities for July to December 2025, aimed at fostering a more dynamic and inclusive night-time economy. The government aims to modernise licensing, streamline processes, enable business agility and enhance community engagement for a more dynamic night-time economy.
