Review of Small Business Experiences with Regulatory Policymaking

The NSW Government is committed to making it easier for small businesses, which has been reflected through the introduction of the Better Regulation Principles.
Clubs operate in a complex regulatory environment and must comply with various state and federal legislation.
In NSW, clubs have responsibilities under the Registered Clubs Act, the Liquor Act and the Gaming Machines Act for those operating gaming machines. These are just a few examples, with clubs required to comply with many more.
As legislation changes, it is becoming harder for clubs to keep up. New regulations often increase costs, operational difficulties, compliance complexities and the need for strategic planning.
ClubsNSW prepared a submission in response to the review and highlighted the following (among other things):
- The impact of current and emerging legislative and regulatory reforms on smaller clubs, especially those in regional and remote locations, should be further considered.
- We encourage additional consultation opportunities with industry bodies, including ClubsNSW, that represent the interests of small businesses.
- Clear and robust legislative and regulatory frameworks are paramount to helping clubs understand their obligations.

Small businesses, including clubs, are essential to our economy, and excessive regulation can affect their long-term sustainability. It’s important to make life easier for smaller businesses so they can continue serving their local communities.
Clubs can also provide feedback by completing the NSW Government’s survey before 5pm on Friday 12 July.
The review's outcome is anticipated to be released in 6 months and will identify opportunities to streamline business regulations.
